The unexpected collapse of occupiers such as Woolworths and MFI inevitably increased levels of supply with the sharp rise of secondhand space on the market. By the end of Q4 the North West had the second highest proportion of supply with a 21 per cent market share, just behind the South East with 24 per cent and ahead of the West Midlands at 18 per cent.&lt;br /&gt;&lt;br /&gt;Tom Davis, senior director of Industrial at CBRE North West, said: &amp;ldquo;One of the most notable characteristics of 2009 was the nature of demand. CBRE advised Merseytravel on the deal. The building is being developed by Countryside and Neptune Developments and was forward funded by Commerzreal in the second quarter for approximately &amp;pound;50m, reflecting a net yield of 7.25 per cent. &lt;br /&gt;&lt;br /&gt;The other large deal to complete during 2009 was at the landmark India Buildings on Water Street, which was part of a larger transaction involving the transfer of the debt facility from the Pacific Group to Green Property. The individual lot size of the asset is around &amp;pound;50m.&lt;br /&gt;&lt;br /&gt;The prime yield in Liverpool peaked at 8.00 per cent at the end of December and steadily moved downwards throughout 2009. Take-up in the city centre was 830,000 sq ft, falling just 3 per cent below the 5-year annual average of 855,000 sq ft.&lt;br /&gt;&lt;br /&gt;Demand for Grade A space during 2009 was significantly above average, with a total of 400,000 sq ft of lettings. At the end of 2009, availability in the city centre stood at 2.5m sq ft, up from 1.7m sq ft in 2008.&lt;br /&gt;&lt;br /&gt;Prime rent in Manchester continues to be &amp;pound;28.50 per sq ft although occupational costs increased during 2009 as a result of a reduction in rent-free periods from 5 years on 15-year leases at the start of the year to approximately 3.5 - 4 years at the end of December. CBRE expects the prime rents to remain at &amp;pound;28.50 per sq ft for the remainder of 2010 and for incentive packages to continue decreasing on prime new build accommodation.&lt;br /&gt;&lt;br /&gt;Will Kennon, associate director of Office Agency at CBRE, commented: &amp;ldquo;2009 was a good year for the North West occupational market, with robust demand and take-up in Manchester city centre from both private and public sectors. 2010 will see only 30,000 sq ft of uncommitted new build Grade A accommodation complete in Manchester city centre but demand remains positive for good quality stock.&amp;nbsp; Accordingly Grade A supply which currently stands as 565,000 sq ft, equivalent to 18 months Grade A take up, will further diminish throughout 2009 due the fact that there is no additional speculative development scheduled to begin in 2010 and we are likely to witness a shortage of prime office accommodation by 2011.&amp;rdquo;&lt;br /&gt;&lt;br /&gt;Investment in the North West office market in 2009 was &amp;pound;203.4m across 24 transactions, compared with &amp;pound;233.9m over 30 transactions in 2008. More than a third of those aged 17-18 and a quarter of those aged 19-21 said they break the speed limit at least once a day. There is also a gender gap when it comes to attitudes to speeding. Almost twice as many men as women break the speed limit at least once a day. &lt;br /&gt;&lt;br /&gt;Speeding is, however, endemic across both sexes and all age groups with three-quarters of drivers admitting to regularly speeding. In reality the level of borrowing is likely to be even higher because the Chancellor has used optimistic GDP growth assumptions in calculating the amount of borrowing. &lt;br /&gt;&lt;br /&gt;Commenting on the Budget, Darrell Matthews, Regional Director of the Institute of Directors (IoD) North West said:&lt;br /&gt;&lt;br /&gt;&amp;ldquo;As a nation we have to face up to some very difficult choices. We either squeeze public spending or higher taxation squeezes the life out of the economy. Whilst today&amp;rsquo;s Budget does reduce the rate of growth of public spending the scale of the fiscal deterioration in the UK means that extraordinary measures are required. The IoD has called for a real terms freeze in spending which extends for more than one Parliament &amp;ndash; once the recovery is underway. &lt;br /&gt;&lt;br /&gt;Darrell Matthews also said:&lt;br /&gt;&lt;br /&gt;&amp;ldquo;The increase in the top rate of income tax to 50 per cent sends out all the wrong signals. The increase will affect very few IoD members but it will have a damaging impact on the wider economy and undermine the UK&amp;rsquo;s attractiveness as a place to invest. We are also worried about the &amp;lsquo;slippery slope&amp;rsquo; whereby the 50 per cent rate becomes payable on successively lower incomes in the future. The consultation exercise covered the Government&amp;rsquo;s proposals to exempt specified new properties from the redistributive effects of the Housing Revenue Account subsidy regime, and from the pooling of capital receipts. The outcome is expected to be published in late spring or early summer, but unless new properties are to be exempted from the current regime, corporate structures such as local housing companies, or collaborative working arrangements between local authorities, housing providers and developers, will need to be used.&lt;br /&gt; &lt;br /&gt;&amp;ldquo;It is hoped that banks and financiers will view any kick start funding (such as the government taking equity stakes in stalled housing project) as reducing some of the risks associated with new build schemes and, as such, allow banks and financiers the opportunity to provide funding at more competitive margins. However, if the Government takes a stake in a project, care will be needed to ensure that the project is structured in a way to avoid offending the regulations governing State Aid and that the appropriate clearances have been obtained. The energy produced will be enough to power the equivalent of 90,000 homes per year.&lt;br /&gt;&lt;br /&gt;Having identified the opportunity and secured the sites, Credinvest and its developer partner had reached the stage where they wanted to bring in a proven co-investor with a track record in the renewable energy sector to assist with the final stages of preparing the portfolio of sites for sale to an energy developer or generator who will construct and/or operate the sites.&lt;br /&gt;&lt;br /&gt;The funding package has been provided by a consortium of private investors, led by Graham Brown, a proven renewable energy project developer, having most recently sold a 24MW, fully permissioned wind site in Scotland. The call comes as the LSE takes steps to stave-off the move away from its Alternative Investment Market (AIM), which was once the doyenne of small, fast-growing companies. &lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;According to The Times newspaper, the number of companies quoted on AIM has slipped from almost 1,700 at its peak in December 2007 to 1,524 today. While these departures have as much to do with the catatonic state of the credit markets and general shareholder dissatisfaction, as the merits of the AIM market, the LSE wants to act now to help companies come on to AIM and to keep those already listed&lt;br /&gt;&lt;br /&gt;Part of the problem is that funding from VCTs has almost disappeared because of changes to the rules. These meant that VCTs cannot invest in a company with more than 50 employees and assets of more than a measly &amp;pound;7 million. This, and a general disinclination to invest in small caps, has meant that VCT funding on AIM has dried-up. The figures demonstrate why the LSE is galloping into action: funds of &amp;pound;196 million were raised in the 2005-6 financial year, compared with just &amp;pound;9 million in 2007-8, according to figures from The Times.&lt;br /&gt;&lt;br /&gt;Of course, some of the decline in the number of AIM-listed companies is down to success stories of companies moving from the fledgling exchange on to the Official List, proving AIM&amp;rsquo;s value as a stepping stone.&lt;br /&gt;&lt;br /&gt;As well as addressing the need for VCT backing for AIM-listed companies, the exchange is trying to fuel investor interest in other ways. Results showed that institutions that control admissions, such as faith schools and academies, were operating a form of backdoor selection.&amp;nbsp; Some were asking for personal information about parents&amp;rsquo; marital status, occupation and education background as well as the students&amp;rsquo; hobbies.&lt;br /&gt;&lt;br /&gt;Another study, funded by the education charity, RISE and the Esme&amp;eacute; Fairbarn Foundation, found that some schools were using supplementary forms to ask parents open-ended questions to help reveal backgrounds.&amp;nbsp; Some parents were even asked to meet the headteachers &amp;ldquo;to discuss the application&amp;rdquo; despite there being a ban on interviews.&lt;br /&gt;&lt;br /&gt;It has now been suggested that these schools hand over their admissions to an independent body, to ensure fairness.&amp;nbsp;
